Why is my OCEMS data showing offline?
Quick answer
OCEMS data usually goes offline for one of five reasons: a power cut without enough UPS backup, a network failure, a data logger or software fault, an analyser out for maintenance or in fault, or a configuration change such as a wrong station ID or clock. CPCB makes data availability on its portal the responsibility of each unit, expects a leased-line connection and does not accept third-party excuses. Fix the cause, then log every outage with its start, end, cause and action.
The five usual causes
When CPCB set deadlines for its new OCEMS portal in 2025 and 2026, reported reasons for delays included technical difficulties, vendor delays, a shortage of skilled staff and connectivity problems. The same issues cause day-to-day outages.
What CPCB expects
- Data must reach the CPCB portal continuously, without delay.
- Data availability on the portal is the responsibility of each unit.
- Connectivity should be a leased line. Broadband is acceptable only temporarily; data cards and dongles are not accepted.
- Units should inform CPCB of scheduled shutdowns and process upsets.
- Blaming a vendor or another third party for missing or wrong data is not accepted.
A simple outage log
| Start | End | Station / parameter | Cause | Action taken | Informed |
|---|---|---|---|---|---|
| 12 Oct, 02:10 | 12 Oct, 05:40 | ETP outlet, all | Power cut, UPS drained | UPS battery replaced | Yes, email |
| 14 Oct, 11:00 | 14 Oct, 13:15 | ETP outlet, COD | Scheduled maintenance | Analyser cleaned and calibrated | Yes, in advance |
Checks to run when the portal shows offline
- Is the logger powered and running? Check the UPS too.
- Can the logger reach the internet? Restart the router if needed.
- Are new records being written locally? If yes, the problem is transmission.
- Is the logger clock correct? A wrong time can make data look missing.
- Is any analyser in maintenance, hold or fault mode?
- Once it is back, confirm on the portal itself that fresh data is arriving.
- Log the outage, and inform the Board where your directions require it.
Offline is not the only problem
A station can show “online” while sending the wrong numbers: a frozen value, a drifting sensor or a unit error. Being online only proves that data is arriving. It does not prove the data is right, so the daily check should cover both.
Questions plants ask
How long can OCEMS data be offline?
CPCB expects continuous transmission. Treat any gap as something to fix and explain, and follow the specific directions issued to your unit by CPCB and your State Pollution Control Board.
Can I use a 4G dongle for OCEMS?
CPCB's directions call for a leased line. Broadband can be used temporarily, while data cards and dongles are not accepted.
Our vendor manages the system. Who is responsible for offline data?
The unit. CPCB states that data availability is the industry's responsibility and that blaming third parties is not accepted. Agree response times with your vendor in writing.
