How do I prepare for a GPCB inspection?
Quick answer
Keep four things ready at all times: your valid consent (CCA) and its conditions; ETP records such as the logbook, flow readings, chemical use and lab reports; monitoring data with calibration records; and your filed returns, including the hazardous waste annual return (Form 4, due 30 June) and the Environmental Statement (Form V, due 30 September). Since 5 June 2026, GPCB takes these returns and replies to inspection notices online through the XGN portal.
Your Gujarat compliance calendar
A GPCB notification dated 5 June 2026 moved these filings online. Form 4 returns, the Environmental Statement, environmental audit reports, half-yearly and annual reports, and replies to inspection notices are no longer accepted on paper at regional offices from units registered on XGN. The date and time of online submission counts as the filing date.
What an inspector usually looks at
The one-page checklist
- Consent (CCA) is valid, and a copy of its conditions is kept at the ETP.
- Form 4 and Form V for the last period are filed on XGN, with acknowledgements saved.
- ETP logbook is filled every shift: flows, chemicals dosed, units running.
- Recent lab reports for every parameter your consent lists.
- Flow meter readings match the water balance in your consent.
- Calibration certificates and records for every analyser and flow meter.
- Monitoring data has no unexplained flat lines or gaps; outages are logged with cause and fix.
- Hazardous waste storage is labelled, and manifests match what left the site.
- No bypass or temporary discharge lines around the ETP.
- One named person accompanies the inspector and keeps notes.
Monitoring data is now part of the inspection
Where your unit runs online monitoring, the inspector may already have seen your data before arriving. Readings that do not change, long gaps or values that do not fit your flows are the questions you want to have answered in advance. A weekly review of the last seven days of data, with notes on every outage, makes that conversation short.
Questions plants ask
What documents does GPCB ask for during an inspection?
Typically your consent (CCA), ETP logbook, lab reports, flow and calibration records, hazardous waste records and manifests, and copies of returns such as Form 4 and Form V. The exact list depends on your consent conditions.
When are the Form 4 and Form V returns due?
The hazardous waste annual return (Form 4) is due by 30 June, and the Environmental Statement (Form V) by 30 September, each for the previous financial year.
How do I reply to an inspection notice now?
Units registered on GPCB's XGN portal submit replies to notices of entry online. The online submission time counts as the official date.
