Why do licensed sites fail EPA inspections in Ireland?

Quick answer

The EPA says overall compliance at Ireland's licensed sites is good, but the pressure is rising. In 2025 it carried out 1,681 inspections at 656 sites, 28% more than in 2024, and received 1,181 public complaints. Odour and discharges to water are the most common compliance issues. Food and drink sites accounted for 51% of complaints. In 2024, 96% of inspections were unannounced and 37% focused on monitoring air or water and effluent discharges. The sites that do well can show, at any time, that their discharge data is complete and correct.

What the numbers show

The EPA published its 2025 enforcement summary in March 2026. It describes overall compliance as good, with a “continued pattern of non-compliance in a small number of sites”. Ten sites, about 1% of those licensed, were on the national priority list. Five sites generated 59% of all complaints.

Where sites fall short

In its 2024 summary the EPA named unauthorised discharges to waterways and odour as the most common compliance failures, along with poor operational management and under-investment in infrastructure. Food and drink and waste facilities dominated the priority list.

Why food, dairy and drink sites are exposed

Processing plants produce large, variable volumes of high-strength effluent. Seasonal peaks, such as the spring milk flush at dairies, can push an on-site wastewater plant past what it was designed for. When treatment falls behind, the first signs are usually odour and discharges that drift towards their limits. Both show up in monitoring data before they show up in a complaint.

Questions to ask about your own site

  1. Could you show an inspector your discharge data for any day of the past year, without gaps?
  2. Are continuous readings, such as pH, flow and temperature, checked every day by a named person?
  3. Do you know how close each parameter runs to its emission limit value, not just whether it passed?
  4. Is every result above a trigger level recorded as an incident, with its cause and fix?
  5. Are calibration and maintenance records current for every analyser and flow meter?
  6. Does treatment capacity still match peak production, including seasonal peaks?

Since 96% of inspections are unannounced, the answer has to be ready on an ordinary Tuesday, not on the day of a planned audit.

Questions plants ask

How many EPA inspections are unannounced?

In 2024, 96% of the EPA's inspections at licensed industrial and waste sites were unannounced.

What are the most common EPA compliance issues?

Odour emissions and discharges to water. The EPA has also pointed to poor operational management and under-investment in infrastructure.

What is an EPA National Priority Site?

A licensed site with the poorest recent compliance record, identified by the EPA for focused enforcement. Ten sites were on the list in 2025.
